A draft of a bill created with input from Handy’s government-relations firm, Tusk Ventures, and reviewed by Quartz, would amend New York state law to allow gig-economy app companies—any company that digitally facilitates “the provision of services by marketplace contractors or entities to individuals or entities seeking such services”—to subsidize benefits for their independent contractors. According to the draft, such companies could elect to contribute at least 2.5% of each transaction to benefits funds;
