The legislation mandates that Uber and Lyft drivers undergo background checks, to be conducted by the ride-hailing companies and by the state. But it does not require them to be fingerprinted, as Boston cab drivers are. And it would impose a fee of 20 cents per ride on the companies, with the proceeds split among municipalities, the Massachusetts Department of Transportation, and a fund to help the taxi industry adapt to changing technology.
